recruting - employees and the IT industry

hi there,

lately i have been at a job exhibition especially created by companies for graduates of IT related topics. from this afternoon on i am thinking about whats the right strategy for a company to hire IT people for the company. from my point of view there are two very different tactics that are...

first: "hire the best and nothing less" see for an example at google

second: "hire the best and the ones who carry out these plans" not an example yet...

what do you think? do all IT employees have to be the best you can get? or is it fine when you do have something like "planning folks and the executing folks" ?
